Temporary Construction Notice
Starting Aug. 24, as final construction activities continue, the area between the San Jacinto Bridge, WIN, and RLP buildings will experience frequent changes over the next week. Pedestrian pathways, access routes, and construction barricades may shift periodically as crews complete final site work.

Project Summary
The project entails improvements to the East Mall. Winship Circle has been demolished and is being transformed into a pedestrian-friendly space with ADA walkways. The Commemoration of the Precursors will include a reflecting water feature and landscape dedicated to celebrating the alumni who integrated The University of Texas at Austin.
Project Location: This project is located west of San Jacinto Boulevard on E 23rd Street, including the former Winship Circle, the roundabout area east of East Mall Fountain. The barricaded area will be around the East Mall Fountain between Jackson Geological Sciences Building and Patton Hall, including the surrounding sidewalks.
Project Impacts
Pedestrian impacts:
- The new ADA accessible pathway to RLP is scheduled to open Aug. 24, 2026. Please note that permanent pavement markings may not yet be installed.
- Access to the East Mall will be available via the north side of WIN, including a temporary ramp at Jackson School of Geosciences (JGB).
- An alternate ADA accesible route is available inside the WIN building during building operating hours, 7:00 a.m. to 10:00 p.m., where signage will be posted at key locations to assist with wayfinding.
Roadway and Delivery Access Impacts:
- There are no expected impacts to roadways or vehicular travel; however, personal vehicles are not permitted to enter what was formerly Winship Circle. Only construction and commercial deliveries will have access.
- The former traffic circle that was previously used for passenger drop-off and pick-up is permanently closed. This area is transitioning to a primarily pedestrian environment.
- Only authorized UT campus deliveries serving the RLP and Texas Exes loading docks will be permitted. WIN loading dock is available for deliveries.
As construction moves up the East Mall, pedestrian routes, and access points may be adjusted temporarily. We appreciate your patience and cooperation as these final improvements are completed. Please follow all posted signs and directions from construction personnel when traveling through the area.
Parking Impacts: Parking is unavailable.
Bicycle Impacts: Bike racks have been relocated to the east of WIN near Waller Creek and San Jacinto Boulevard.
There are no bus impacts.
